If a few reasonably well-known Republicans (say, Arnold, Steve Poizner, and former LA mayor Riordan) decided that they wanted to back reforms to make the state governable and functional (and to make themselves, personally, so popular with independents and conservative Democrats that they could subsequently win any office they wanted) it could maybe get done...
