Check out the NYT on port security. In particular, this bit: "Major ports like New York, Los Angeles, Long Beach and Oakland received large allocations. But smaller grants went to ports in places like St. Croix in the Virgin Islands, Martha's Vineyard, Mass., Ludington, Mich., and six locations in Arkansas, none of which appeared to meet the grant eligibility requirements..."
Uh, yeah, Arkansas is kinda landlocked, which would make it tough to meet the requirements for port security grants.
To resolve this mystery, let's look at an issue the NYT didn't mention: Who was responsible for administering these grants? Why, Asa Hutchinson, who is believed to be planning a 2006 run for governor of Arkansas.
